{"id":35,"date":"2012-07-11T18:16:46","date_gmt":"2012-07-11T18:16:46","guid":{"rendered":"https:\/\/theholmteam.ca\/index.php\/farmers-resolution-exempt-water-nafta\/"},"modified":"2025-03-21T10:04:18","modified_gmt":"2025-03-21T18:04:18","slug":"farmers-resolution-exempt-water-nafta","status":"publish","type":"page","link":"https:\/\/theholmteam.ca\/index.php\/farmers-resolution-exempt-water-nafta\/","title":{"rendered":"ARCHIVED:  Farmers&#8217; Resolution to Exempt Water from the NAFTA"},"content":{"rendered":"<p>The below resolution is shelf ready!<\/p>\n<p>The FARMERS\u2019 RESOLUTION (passed by hundreds of farm groups; see post) would list water (HCCS Tariff Item 22.01) as one of the exempted items in<u>:<\/u><\/p>\n<p>The below resolution is shelf ready!<\/p>\n<p>The FARMERS\u2019 RESOLUTION (passed by hundreds of farm groups; see post) would list water (HCCS Tariff Item 22.01) as one of the exempted items in<u>:<\/u><\/p>\n<h5>Annex 301.3 Section A &#8211; Canadian Measures<\/h5>\n<p>Canada\u2019s list of specific goods that are exempt from Article 301 (National Treatment) and 309 (Export Restrictions) of the goods sections of the NAFTA (includes \u201cexport of logs of all species\u201d and \u201cunprocessed fish\u201d from the Maritimes.)<\/p>\n<p>The FARMERS\u2019 RESOLUTION would list water (HCCS Tariff Item 22.01) as one of the exempted items in:<\/p>\n<p>Annex II Schedule of Canada \u2026sets out pursuant to Articles 1108(3) Investment and 1206(3) Cross Border Trade in Services, the reservations taken by that Party with respect to specific sectors, sub-sectors or activities for which it may maintain existing or adopt new or more restrictive, measures that do not conform with obligations imposed by&#8230; [the Investment and Trade in Services provisions, including National Treatment]<\/p>\n<hr \/>\n<p align=\"center\">Farmers&#8217; Resolution to<\/p>\n<p align=\"center\">Exempt Water from the NAFTA<\/p>\n<p align=\"center\"><a href=\"http:\/\/www.theholmteam.ca\/node\/33\"><strong>List of farm organizations who have passed this resolution.<\/strong><\/a><\/p>\n<p align=\"center\"><strong><em>The bad news is that water is included in the FTA and the NAFTA.<br \/>\nThe good news is that there is a fix,<br \/>\nand that Canada&#8217;s farmers have already done a lot of the work to get us there.<\/em><\/strong><\/p>\n<p>The Farmers&#8217; Resolution to Exempt Water from the NAFTA (BELOW) &#8211; signed by over 200 farm organizations from across Canada &#8211; is shelf ready for Canadians to pick up, loft to shoulder height and use to effectively reclaim the public interest in this critical policy discussion&#8230;<\/p>\n<p><em>The Farmers\u2019 Resolution to Exempt Water from the NAFTA is a Canada-wide, farmer-led campaign to develop farm \u201cvoice\u201d and farm \u201cauthority\u201d in a critical public policy dialogue: the retention of national sovereignty over Canada\u2019s water resources.<\/em><\/p>\n<p>It is not &#8220;anti-NAFTA&#8221;.\u00a0 Nor is it &#8220;anti-exports&#8221;.\u00a0\u00a0 It is simply &#8220;pro-Canadian&#8221;.\u00a0\u00a0\u00a0 It is about retaining Canada&#8217;s sovereign right to make decisions for and by communities with respect to water use.\u00a0 In perpetuity.<\/p>\n<p>Prior to the signing of the FTA and the NAFTA, Canadians were assured by our Federal Government that Canadian sovereignty over our water resources remained uncompromised.\u00a0 Turns out, it was:\u00a0 any time water is licensed and withdrawn by a US firm &#8211; or a firm with US investors &#8211; NAFTA rights attach.<\/p>\n<p>Water\u2019s inclusion in the NAFTA means \u201chands-off\u201d to Canadian public policy any time there is a US commercial interest in Canada\u2019s water. From an irrigation project in southern Saskatchewan to the use of water for hydroelectric generation to &#8220;water flooding&#8221; in the oil patch, US interests in Canada\u2019s water are facilitated and protected by NAFTA.
